Actually Public service ads (PSA) are non-profit organization ads, and Google not got any charges, so you don’t get paid if users click on them.
There can be many reasons why a website may display less targeted ads or public service ads (PSAs). But in my personal experience there are two main reasons.
- Google Crawler Access problem
- Google Penalty for your Smartness
Crawler Access problem
- .Google Adsense Crawler – If your website has not crawled by Google, it may take up to 48 hour to 72 hour, and between these times your site may be show PSAs.
Solution - Don’t worry Google claims the ads will get better and more focused to your pages with time. - Your account may be disapproved or awaiting review.
Solution - To determine the status of your application, please try to log in atwww.google.com/adsense using the email address and password you submitted with your application. If you successfully log into your account, this reason doesn't apply to you. - If your web page or blog post has contained objectionable content. Such as potentially negative, non-family safe or even offensive.
Solution - Develop sufficient good content with keywords on your web page with META tags like ‘title’ & ‘description’ and the headings tags like h1, h2 etc. - Your site has restricted access using a robots.txt
Solution – Just drop the following two lines to the top of your robots.txt file: to allow Adsense bot to crawl the content of your site.

2. Google Penalty for use of tricks
actually some publisher use tricks to make money with Adsense, they don’t know that Google Adsense is more cleaver than we think. If you are also in counting just remove all tricks from your site or blog to stop show Google Adsense Public Service Ads. Checks are you using
- Use session IDs - Once the URL is crawled, however, the session will most likely have expired. This means that pages seen by the users are never in the index. You will need to remove the session IDs in order to display targeted ads.
Solution- Just remove session ID’s from urls - Adsense code modified manually – such as you have change in ad unit width or height, or the publisher ID.
Solution – Use only Adsense Setup tab of your account to select the desired ad format, and then paste the generated ad code, unedited, onto your pages. - Place Adsense code in separate IFRAME.
Solution – Remove IFRAME and place our Adsense ads code directly into the source of web page. Once you make these changes, relevant ads may not appear immediately. Until Google Adsense are able to re-crawl your site, which may take up to 48 hours or more, your page may continue to display untargeted or public service ads. - Your web pages are behind a login. – All pages that require a login cannot be visited by crawlers, can't determine their content and provide relevant ads.
